In a p-s world, the formateur can get other parties to join the government only by giving them policy concessions. Coalitions should be formed by ideologically proximate parties. A connected coalition is one in which the member parties are located directly next to each other in the policy space. Germany-since reunification in 1990: a five-party system. Minimal connected winning coalitions are ideologically proximate parties being together.
