Elections were controlled through a variety of means legal restrictions on opposition (party registration, etc) government patronage/resources to ruling party state media coverage, censorship legal harassment. Monarchies tended to favour fragmented-parliament outcomes minorities and elections. Depending on districting, smc and mmc may minimize or exaggerate minority representation, depending on both districting and minority distributions. National pr system accurately represent minorities (if they vote for minority parties), but provide no protection from majoritarianism. The graph on the slide shows that with the same type of population distribution you can have 4 types of parliamentary results. What kind of electoral system you choose makes a big difference. First past the post system is gerrymandered in general. If they are run properly they represent minorities. political parties and elections.
