International organisations allow for the centralisation of collective activities through a concrete and stable organisational structure and a supportive administrative apparatus. Decentralisation cooperation theory: the problems of international governance mean that coordination and collaboration requires collective action. Regime theory, deals explicitly with institutional factors affecting cooperation. In keohane"s after hegemony emphasises intergovernmental bargaining, arguing that regimes help states reach specific agreements by reducing transaction costs, improving information, and raising the costs of violations. Realist theory believes that ios aren"t serious political entities because countries would never use a supranational body to deal with domestic concerns. They believe they are of little interest, ios only reflect national interest and power and do not constrain powerful states (mearsheimer. Constructivists, such as kratochwil and ruggie (1986), believe that norms and ideas that progress our world are brought together in these organisations. The functions of ios are centralisation and independence.
