Integration & redistribution in india: african americans, dalits, + open in s (e/w); more dalit entry into congress & other multi-caste parties. There are upwardly mobile individuals who look for poli. Ambitious dalits, did not care for low-caste party. N india willing to take risk of joining low-caste party. Bsp initially able to grow more in n. india. Over policy and discretion over how policy works b/c have discretion, can hand out patronage to their supporters as they see fit. Citizens: state matters (job prospects, food subsidization, etc. ) Poli elites and parties able to dispense patronage in exch. Ppl who want money/power, think poli power way to go. But, if cannot make it there go corporate path. Even ppl who don"t like politics pay attention to politicians. Parties and voters don"t know a whole lot about each other: most ppl. Don"t read platforms, even if they do, they know no government will follow through.
