State a relation of men dominating men, a relation supported by means of legitimate violence max weber. Book de nition: an independent, self-governing political community whose governing institutions have the capability to make rules that are binding on the population residing within a particular territory. Elements of being a state: territory, people, monopoly of exercise of force (means of coercion to maintain order, legitimacy (as perceived by the governed, sovereignty (control over a territory (internal/external), international recognition (ex: by un) Challenges to states : include federal/provincial governments, plus police/military, state-owned corps, etc. Aka not all these things are unitary actors, have many different interests. Thursday, november 9, 2017: the increasing power in cities. Subnational units become para-states: territory and monopoly of exercise of force. Example: colombia narcos/paramilitary/guerrillas/us military bases not controlled by national government. Example: mexico drug cartels: people & legitimacy. The social construction of a collected unity, linked by af nity, imagined community .
