Bitter conflicts over religion led to peace of westphalia. State: legitimate use of force and collection of taxes (sovereignty) within defined borders assigned to single ruler/government. Nation-state: one nation controls state apparatus formation of nation-states did not end conflict, state in fact was more efficient killing machine. Eu formed to change nature of sovereignty and de-link it from nation; pooled sovereignty designed to end conflict. Currently, idea of pooled sovereignty is under heavy criticism. History shows nationalism is risky and controversial, especially when nations. Has been used in destructive ways: post wwii, nation states are supposed to be. It is a force that exists in current systems peaceful yet nations fought against one another, peace has to be sprung from something other than nation states.
