Central agency: intervene in the activities of departments (took on this definition only after trudeau: pco and pmo were secretarial, no say in the decision making process. Now, they are relied upon to provide advice to the pm. You can"t come to cabinet without a memorandum. Pco and pmo should only be used to make sure that the process was being respected: starting from 1960s, great period of federal-provincial conflict. Ministers had to ensure that all the province"s position were taken into account: pmo and pco were gatekeepers, Pco: manned by public servants for the most part. Pmo: partisans, they give political advice, not objective: this system was consolidated by mulroney and chretien. Pco becomes a secondary advisory for the pm. Clerk of the privy council under mulroney stated that he was the prime. Collective vs. monocratic: we are more monocratic, executive is the centre of gravity.
