Works best when cultural groups are divided territorially into specific places. Canada is an example of this, especially with quebec being francophone. Consociationalism means that religiously based personal status laws differ based on religion for example. Lebanon works this way, with a certain ratio of ethnic representation. Both critiqued in that they preserve and even promote identity cleavages. Doesn"t generally work out, but involves leaving a country entirely. South sudan left but still has identity issues. Tribal and ethnic differences have persisted within its borders. Eretria left ethiopia, but this led to war with ethiopians. To resolve conflicts, but it generally encourages or supports some other solution. If nobody is winning, a previously unacceptable compromise becomes acceptable. Northern ireland struggle ended in power sharing after the struggles, with the recognition that the unionists and ira would somehow have to come together to end an armed conflict.
