The executive does not need to be representative or elected. Wolff gives no advise or reason to disobey, just explains that you have no duty to disobey. Each individual must be held accountable for their actions. On its face its bad to want to lead people & to want to tell them what to do. Weber violence of the state acts as a preface to the concepts of obedience. If you don"t obey the violence of the state will come for you. Social contract theorists had a hard time advocating political action society of equals. Weber says that state action is almost entirely dependent on state violence. People obey for a variety of reasons. For hobbes most violent idea of the state. Does not think that fear is the only reason why people obey if that was true then when no one is looking no one would obey.
