Focus on the government itself - are governments behaving in a way that says "i can assume" that they are rational unitary actors. A state pursues a mix of policies simultaneously. Do the policies fit each other in a coherent way. A rational actor would not be doing different things like this. Doing what is rational for each part of the government but not what is rational over all. What"s rational for agriculture is not necessarily rational for the surgeon general. From the national perspective, they are wasteful and irrational policies. The set up of various policies do not work in a practical sense. Assumes there is a rational soviet union and rational us. Many things occurred that do not fit with this approach. A particular type of theory that is happening at the bureaucratic level. About the ability to execute policies, less about the formulation.
