The problem started because germany had an emperor - germany wasn"t a democracy. Said that the war was empires (germany, austria-hungary, ottoman empire) v. democracies (us, britain, etc) Said they needed to change german foreign policy. Henry kissinger - during the cold war the us was a superpower that was happy with the way the international system was. The problem was that the us was always reacting, the communists were revolutionaries who wanted to change the world. Each side wanted to change the other way was working.
