Liberalism is much more closely related to economics, more speci. ically with adam. Liberalism started as a critique and criticism of policies that states were following over time. Therefore, it is a mixture of advice about politics and economics. Monarchs had these policies because they had an expansion in trade in this period, Europeans started exploring the rest of the world. Monarchs wanted to control this and tap into it. The emphasis on gold and silver came from the use of mercenaries. Theorists gave advice to monarchs and told them there is no difference between power and wealth. If you have mercenaries you stole power and wealth from other people. You can"t create more gold and silver so the only way to get gold and silver was to take it from someone else.
