Hierarchy of political decision: system level: entire intl state systems. Waltz: all states are the same and prioritize power: domestic: things that differentiate states and how they respond to external shocks. Culture: germany"s culture promoted wwi and wwii, so in order to prevent further issues the german society must be altered. Regime type: states differ, wilson: idealist who argued that the war was a fight for democracy, undemocratic states are more bellicose. Universal suffrage alters decision-making (keiser made the decision to go to war, no parliamentary authorization, no civil voice) Ideology: states aspiring to be totalitarian: remake society, internal intervention, total control (media, economy, family, isolationist. So, the elite does not have to award concessions domestically, solidify interanl control. Economic characteristics: self-sufficiency, capitalist vs communist. Us: high exports, 1930s passes a high tariff because it is self- sufficient. Japan: industrial needs (fuel, oil, coal, wood) imported through trade, exports to us negatively affected by us tariffs.
