Liberal theory is a theory of formation of state preference based on domestic political processes: assign certain preferences to the state, liberal theory assumes that states act rationally based on those preferences. ^ that"s how they explain world politics understand how states interact and behave at the international arena. Liberal theory tries to open up that black box and understand those preferences of state which. Liberals want to see how national interests come to be defined! They believe that states are not like units. (they do not make assumptions about this) What matters is that the international context is anarchic and the state has so much great power States differ in the preferences they pursue intentionally. Rather than wanting power and security for all states, they see something formed. National interests vary from time to time, even within the same state: result of ongoing political struggles not fixed i. e. when political regimes replace other regimes.
