Concerts, collective security, and the united nations system. States are stuck in a pareto-suboptimal equilibrium of mutual defection (security dilemma) Conscious cooperation among great powers to manage their affairs through multilateral mechanisms and self-restraint. Emerge only after a major war against a potential hegemon. Defeated hegemon remains common, potential threat for all the great powers that establish the concert. Concert systems tend to be short-lived and grow into balance of power systems. According to realists balance of power systems are the norm. Napoleon controlled almost all of continental europe by 1812. Napoleon is defeated 1815 and the concert is established between great powers (uk, prussia, austria, and russia) Idea is to meet regularly, bring to the table problems and concerns, and find solutions together. Main concern they share in common is avoiding another napoleon and france becoming a hegemon again.
