Largely subjective term one mans terrorist is another man"s freedom fighter . Using spectacular violence to convey a political message. Some argue that states are not labelled terrorists for the civilians that they themselves kill. Inter-state war has declined since the end of cold war. Usually between a government and a rebel group. Different rebel groups have different policies about attacking civilians. Non-state entities being groups that wont be found on a map, but are an organized entity. Some rebel groups strike mainly at military targets (ex: hezbollah) Others aim at military and civilian targets equally (ex: hamas) Some rebel groups justify any attack on civilians from enemy countries (ex: From 1960s to 1980s, rebel groups were mostly secular nationalist. They used bombs and gunfire to kill civilians, but also took hostages. Hijacking aircraft, ships, or gatherings, and negotiating hostages" release in exchange for demands being met. Example: popular front for the liberation of palestine hijacking 3 aircraft.
