Increase bilateral flows: beyond "old" and "new" diplomats, a kind of diplomatic commensalism, ambivalent mutual dependence. State officials remain preeminent actors to this day: diplomatic infrastructure remains state-centric, states still provide official recognition and thus access (gatekeeping, states remain the only organization capable of performing the whole range of diplomatic functions. Illustration: global conferences: global conferences sponsored by the un, convene large conferences on a specific themes and any time they do that a host of non- state actors join it, un conferences in practice. The assembly then looks into the matter of securing a host country, if one has not put itself forward, and setting up a preparatory committee (prepcom).
