Intended as "grand theory" of integration, but became linked specifically to ec integration. Focused on progress of integration, not end goals. Cooperation in one area will lead to cooperation in another area, thereby increasing the scope of european integration. Political: national elites learn that problems of substantial interest cannot be effectively addressed at the domestic level. Govts and non-governmental elites (business associations, trade unions, etc. ) Cultivated: commission as the main actor cultivating the underlying logic of functional-econ. interdependence. Gradual expansion of its mandate as commensurate with the increasing breadth and depth of integration, thus providing the process with yet more impetus. Conditions under which spillover will occur not are not explicit. Most now realize that it cannot explain recent interactions. Agenda focused on solution of technical problems where agreements are more likely. Dev. of interest group allegiance to supranational institutions (e. g. commission) Always rules in favour of more political integration. National interests, but member state influenced by logic spillover.
