Those root conditions are : social condition: unemployment, bad housing conditions, racism (cultural issues): policies can be based out of that. Investment: crime prevention : investing in education, family support, employment programs, afterschool activities for student. The ind is at fault and therefore must be punished. Not pushed through crime, instead you are tempted by it. In order to prevent crime, we want to have strong deterrence.
