The early classic period: the expansion of states. Lowlands system of independent states ruled by dynasties of divine kings. First states appeared during the late preclassic period (example: el mirador) Lowlands never unified under a single king or emperor. At any given time, were numerous different maya kings. King k uhul ajaw translates to divine lord of holy lord. Economic power right to collect tribute (a form of taxation in goods), corvee labour (labour tax), control over commodities. Links to illustrious ancestral king (in most cases mythical) Maintained political stability by controlling royal succession. Possessed coercive power the authority to use force to get compliance: had a monopoly on coercive force. Roots of most of these features developed in the preclassic period. Beginning of classic period emergence of 12+ new states in the lowlands. Variation in size and power of states and their capitals. Other public buildings and areas where dedicated monuments were displayed.
