Boundaries are not specifically borders, it is just a line of separation. Borders controls the flow of people and goods; customs, immigration, safety & security: measures the flow of goods, restricts the flow of goods across the borders like tariffs. We must differentiate between boundaries and borders not all boundaries are borders. Borders are lines that delinate a change in areal characteristics (countries) and they have the role of customs, immigrations, security, & declining tariffs. For example, the clandestine transnational actors have been illegally crossing the border. Border placement only makes economic sense that resulted in ending wars and the division of power. Functional regions depend on the spatial interactions. At a house party and you interact with a certain group of people ; even if the circle breaks off there is still a small group interacting within that circle.
