Also need moral motivation to take this seriously. Philosophical framework based on universal duties and obligations to all human beings everywhere. Untenable to limit only to more immediate ties. Not a new idea -- long history of such thinking. All people are united by uniquely human traits (e. g the capacity to reason) This is the most fundamental tie between people. Other communcla ties are purely accidental and arbitrary. Ultimate allegiance must be to global human community.
