Describes the political reconstruction and industrial policies in the south that would transform the south from agrarian to manufacturing/industrial society. South was very racially prejudiced and therefore were perfect for creating a working class. Rent paid in cash from the sale of the crop. Rent paid as a portion of the harvest (usually 1/3 to 1/2) Farming supplies obtained by farmers on credit from landowner or furnishing merchant. 95% of blacks had no land by 19. Blacks were excluded from higher income jobs if they wanted to leave the farming scene. Dept peonage and the convict lease system: Farmers could never pay off their debts and even could not leave the land until the debt was cleared. Designed to prohibit blacks from moving or gathering. Restricted the movement and ability of blacks to move up in society. Loopholes were found to stop blacks from voting. You can vote if your grandfather could vote .
