Harm reduction: not possible to eliminate addiction or substance use, concentrate on impacts. Examples: grounded in a pragmatic perspective; realistic, concentrate on the impacts of addiction that are harmful to people + society, overdosing, associated health problems, treatment doesn"t always work. How: not going to emergency rooms, deduction in disease transmission (important for healthcare systems, deduction in criminalization via addiction. Piss off the people, so they say we should have one but not here - happens on a macro level.
