Being a cochair of a joint h&s committee (jhsc) Internal responsibility system turns into individual reasonability system: if workers seen as responsible there will be no compensation. Changing nature of labour markets: growth in female workforce participation rate, growth in youth labour force participation rate, decline in male workforce participation rate, aging of population and work force, increasing use of shift/night work.
