Private charities wouldn"t give support to certain people. Stereotypes: social concerns: bigger city had concerns about social breakdowns, crimes, etc. were blamed on immigrants, economic concerns: immigrants lowered the overall wage rate. Racialization: saying those characteristics are inherit in the group: eg. Polish ppl have a lower standard of living, and they will work for less: eg. Chinese were seen as having a lower standard of living.
