Allows govern to run the country through cabins. The impacts are vast because now the govern runs everything. Mobilizes the army and that mobilizes the economy. All the money is going to go to making weapons for the war. Clothing industry starts making army boots. Food industry starts providing lots of food for the army. Govern is very concenrned to keep the population in line. Need to win the war and need the people within the country to stay out of trouble. You get crowds supporting the army and they are very confident that they will win the war. The war ends up having no side having a chance of wining.
