You have working conditions that are detoriating and workers are getting injured, so the gov feels pressured to create the factory act (which is very limited in its scope. Workers compensation act came up due to the carnage of workers that were injured. Example; factory --- this was loosely defined; what was considered a factory. Cannot take up shifts at night, work in mines, etc. The definition of an accident was very important in order to deal with workers. In order to deal with this issue they hire a royal commissioner (william meredith) Hired by the gov to a one man royal commissioner to look into work and safety laws around. During 1910-1913 meredith go around the cities to ask lawyers, business owner etc. what the issues with the labour laws were and what they think was wrong with it. Midway through this process he gives a review to the gov. He detects these issues that need to be resolved.
