In firefighters, arbitrator"s compare them to the police in the same municipality (ie. toronto, pay increases for the police force translates to pay increases for firefighters) Ability to pay: this is public sector employers, governments pay criteria: employers think this is the most important, unions do not, and arbitrators do not, employers don"t make a case for this.
