There are difficulties of applying the principle of comparability; we often have to figure out who is the appropriate comparison. In police cases, arbitrator"s look for other police forces of a relatively comparable size. In firefighters, arbitrator"s compare them to the police in the same municipality (ie. toronto, pay increases for the police force translates to pay increases for firefighters) Ability to pay: this is public sector employers, governments pay criteria: employers think this is the most important, unions do not, and arbitrators do not, employers don"t make a case for this.
