Compare all of the figures within the journal and look for possibilities of manipulation prior to publication. I think this responsibility would be that of the reviewer. The editor might not necessarily know much in the field of which the article is written. The editor should still check over the figures and make sure everything looks proper. Everyone involved in research should be held accountable, because they should be familiar with everything in the paper, not pinpointed on one person. Everyone in the study should be able to determine if they data is legitimate. Some people on author list have minimal contribution, so should they face the same repercussions. Reyes should be held accountable because at the end of the day she manipulated the data. Less important fields of study and journals should maintain the same amount of integrity.
