Without civil society, there is no security. Because there is no security in the state of nature, individuals need civil society. Because there is no security in the state of nature, states need to enter into international agreement with each other. Federation of peoples as a solution to the problem of a communal security. As rational and moral agents, we should live under law. Laws progressively lose their impact as the government increases its range. Focus on the internal prosperity; education, elimination of corruption, free trade. To promote peace: become an example of peace and prosperity others want to follow. Non- involvement in military conflicts of other nations. Focus on what happens at home, as it is the best solution for peace. Suggests that when we think about state aggression, we should think about crime, punishment, self-defence, and law enforcement. Individuals have rights and responsibilities; states have rights and responsibilities.
