Were there a people of gods, their gov"t would be democratic. so perfect a gov"t is not for men". Negative freedom: freedom from external constraints in relation to the right to pursue one"s own harmless ends. Everyone should have the freedom to do as they please. Everyone is both free and equal before the law. People want to protect what protects them.
