Locke: we have ideas of things as having powers to affect other things in various ways. Locke thinks that when you think about the behaviour of inanimate object they do not exhibit movement or change. Movement has to be conveyed by another body and so then bodily or material things are just moved around by other bodily or material things. The will is interesting because when we reflect on our own experience we become aware of our ability to initiate and change things. We can elect to raise our arm by force of will, we can change our thoughts etc. The will is the power to choose or prefer one action over another. Liberty is the power to do whatever it is one chooses or prefers.
