Resisting unjust, rights-violating aggression is a just cause. Same applies to drug cartels, mercenaries, mafia & gangs. Can attack sponsor when: strong clear evidence that state has financed, provided weapons, intelligence to training to terrorists and, state refuses to make reasonable efforts. Preventive: aims to maintain balance of power- keeps a country from getting strong, lest that strength should lead the country to invade. Anticipatory: aims to prevent or manage an imminent attack. Info required to justify preventive war is impossible to obtain.
