Liberties and rights of certain citizens (usually minorities) are seriously jeopardized. How we view human nature is going to in uence policy. A concept like liberty evolved over time, not something that drops out of the sky. Something we have to appreciate as something that there have been numerous battles over. Important to think about concepts like liberty and where they came from. This is why constant is asking this question. Collective freedom compatible with subjection of the individual to the authority of the community (122) Things were very different at the time, we haven"t come to appreciate how liberty has changed since then. There used to be direct involvement in the political process, and now there is not. You could see that your vote made a difference, if the community came to a judgement and they would follow through with it. Individual liberties took a backseat to social government. Individual liberty is the true modern liberty (123)
