Stages: problem identification and definition - what the policy problem is, even if it seems obvious. It may be all of these things - can we come up with a solution to fix all of these things. Policy problems are not as neat and clear cut. Importance of framing - there are different ways of defining the problem. Harper said mmiw was a crime issue and provided the police with more resources. Trudeau defined it as a more social problem. How are problems defined so it becomes a gov"t problem. Problems can arise out of specific events like 9/11. Events may be created: policies - solutions to the problems, politics - how the politics is actually practiced from an agenda setting perspective. How does the electoral cycle play into policy windows. How problems, policies and politics converge determines if it gets on the govt"s agenda: routinized - the business cycle or election cycle is a predictable event.
