Being a haegemon is fairly difficult to describe: the u. s is deemed a haegemon. Haegeomony is predominant economic and military power. A haegemon must have military superiority, offensive and defensive capabilities: as well as economic superiority, haegemon must have desire to be a leader. Other states must recognize that there is some benefit to the system as it is. Ide that world is most stable when a haegemon exists: decline of haegemon is dangerous to hegemonic system. The haegemon can provide certain type of common good to the system: such as a good environment for trade, some sort of maintenance of the status quo which lessens the fear.
