Government has to do with compulsion not voluntary decision making, government is a specialized activity of those individuals that make and enforce public decisions the are binding upon the whole community (dickerson and flanagan, pg4) If we have no government; anarchy would ensue, Hypothetical answer: prisoners dilemma, comes from economic, what is the most likely outcome of these assumtiopjns. Assume people are rational, people will try to and maximize resources. Assume these ppl live where there is no government to force them to live up to it ex. Options; c= co operate, keep quiet d=defect on other prisoner. It is more rational as an individual to rat someone out, but it is not socially rational. The point: people are behaving rationally on an individual level can generate outcomes that are socially irrational.
