Development centered approach is human centerd approach based on human wellbeing, human needs and necessities. In neoliberal era, development is economic growth and gdp. But a country might have undevelopemnt probs due to inequalities. Development needs to be based on indivuals and well being. These four actors need to be involved in development of policy and input: market, individuals, community and govt. The economy, in china, is controlled by stateso no emphasis on state. But on their economy and indiv well being. In terms of designing development policy, need mix between market, govt, community, and individual. State plays key role with the multiple actorsdepends on context. Ie states need sometime emphasis on market or in l. a. increasing power of the state. The actors (ios, state, civil society, epistemic etc) at implementation stage. Desiging develop policy is not enoughneeds to be implemented. At implementation phase, diagram includes another dimensiongovernance in global era.
