Initiative to try to restructure the soviet union, socially, economically and politically. He wanted to introduce new freedoms and private ownership. A policy of openness in soviet society ---being able to debate about political issues. Big deal since they only have 1 political party. These started to change the soviet union from within. East germany was able to visit the west. Soon after people began breaking it down -- also at this time elements within politics changed. Succeeded by russia -- ussr gave nukes to russia.
