Concerned with jurisdiction, and to a lesser extent charter. Not concerned with low end of spectrum: actions of legislature. Queen is, and remains, our head of state. Queen"s powers invested in hands of governor general. All powers of governor general exercised when dictated by prime minister. Queen/governor basically nonexistent in our daily functioning of government. Governor general relevant to our constitutional life: when there is a question about who should be pm, if government of the day has confidence of the house. End of martin government, beginning of harper govt. Conservatives won at least 10 seats by less than 1k votes: less than 1% in most ridings. Governor general can only receive advice from pm conflict of interest if pm dies in office: governor general decided to receive advice from house leader of party as to who should take up role. Governor general: power to dissolve house of commons. Does so at the ask of the pm.
