Ordinary people deciding to kill off another group. Different genocides have different numbers of murderers: nazis: few killers, many bystanders, rwanda: actively slaying neighbours. Raphael lemkin: heard about genocide of armenians in turkey when he was a kid. His family were friends with a man who escaped who told them about what happened.
