Vishnu and shiva are not stuck in the cycle because they are super gods . The goal: is that the gods occupy permanent heavens outside the cycle, the way to get to one of the places is to worship that god. Hanuman"s words on page 94, vali"s speech on pages 104-105, vibishana"s encounter with rama in chapter 10 (pages 130-133), and the effect that the battle with rama has on ravana (described on page 146-147). Hanuman replied, i have not the slightest doubt that this person can vanquish vali.
