Disputes about policy issues are rooted in conflicting ways of framing an issue. Frames imply a diagnosis not only of what is but what ought to be done about it. Frames are related to interests and values. Can have frames about any kind of social issue, but what is important is that what counts as evidence of your frame. Frame can be a filter as to what evidence you accept and don"t accept. What"s counts as evidence is influenced by the frame. Beliefs about society shapes ideas about causation which shape what needs to change which shapes programs. In real life, people might bring a mix of frames to the issue. Isn"t common for there to be just one frame used when viewing an issue. Poverty is the result of an individual moral and motivational failing. People living in poverty do not follow accepted societal lifestyle norms. Programs designed to address poverty create dependency and word avoidance.
