Follow the norm to not stare at others and keep your eyes to yourself. May use other people"s reaction as a source of information. Judging their reaction to the situation to determine whether or not you should help. When most people in situation privately reject a norm, but believe that every one else seems to accept it. We tend to infer what a person is thinking by their behaviour but often people do not act the way they feel: diffusion of responsibility. People are more likely to act on their attitudes when they feel that they are responsible. The more people there are, the increased diffusion of responsibility and may in turn dampen any feeling of responsibility. When it does not come into effect: when people are alarmed by the situation.
