As you go outside the inner core it gets more expensive and much more difficult to maintain a life there. Space and social problems integrate with one another. Leaves a cycle of problems (overcrowding, gangs, more likely to fall into that cycle). Offenders were from outside the space and went into the lower economic status areas. Disposable people: people whose lives are less valuable, and are able to be ignored as victims of crime.
