Very much act based, not identity based some countries have no particular punishment for homosexuality, some are event pro- Qur"an mentions the people of lot- sodom and gomorrah- condemning the people of lot for raping visitors. Qur"an refers to lesbians being confined to their homes to prevent homosexual acts- open to forgiveness. Hadith are very harsh with respect to homosexuality- some include the prophet encouraging capital punishment. Highest rate of sex-reassignment surgery in iran- as a solution for homosexuality- a means to an end- liberal about reproductive technology- other possibilities for procreation.
