Tenement housing in the u. s. in the late 19th and early 20th. Insufficient overcrowded housing for the lower class: not structurally sound, barbell housing. Horrible condition in the city, where the poor lives in the bad air and hygiene => unskilled labour worked in city for opportunities; developers are not interested in creating high standard housing for these segment. Rich people who have the chance to, work in the city and live in the suburb. Invite architects to create housing for middle class and have them together as an exhibition (from france, germany, and prague) Natura lights, air circulation, flat roof for leisure, and big windows on both sides. Small apartment but the architect gave the tenants the power to decide the use of the space, walls can be moved, but not very representative of ciam - 1927. Sigfried giedion: befreites wohnen (liberated living) 1929. Soon afterwards led to the creation of ciam.
