Rome learned you need to sometimes destroy your neighbours, and other time let them in. There was a war between romans and latium people in the regal period, but the final battles come to an end from 340-338 bc known as the latin war. Latium banded together against the romans, but still lost. Rome now had the latin league dismembered, and all the cities of latium were under roman control. Rome did not sack these conquered cities, they are left independent but there governments were taken under roman control. Latium people were given roman citizenship, but not the right to vote. They could inter-marry with roman citizens, and enter legal contracts with roman citizens. This is only for the elite of these cities.
