Trying to get poor people land so they can earn a living. Planned to give land confiscated when new land is conquered to the poor (the rich usually took it) When going to war, the poorer people could not afford their farms, so they sold it to rich people. Rich took slaves from conquered countries and could maintain their land. The rich blocked this by not provided the needed funding. Fate intervenes when a king in asia minor, and because of internal political problems, he gives his kingdom in his will to the roman people. Tiberius gracchus says what the concilium plebis looks after, so all the wealth of the kingdom should benefit all roman people and go to the poor in society. The senators were very unhappy, so tiberius decided to remain in office by being re-elected as tribune again (once out of office, he could be brought up on charges)
